A divided three-judge panel of the 8th Circuit ruled private plaintiffs do not have the ability to sue under Section 2 of the Voting Rights Act, stating Congress had not expressly provided a private right of action to enforce the law.

while his whiny boy ruling complains *one* law (which just happens to be around civil rights) specifies the word "person," this "judge" has to totally ignore the entire ninth amendment (1791) which expressly specifies that unenumerated rights of people are not excluded from laws. A grade school kid could figure this out.
gonna guess the "judges" who ruled in this way werepassed along via the corrupt good ol' boy pipeline of crooked lawyers "honoring" other crooked boys
