An initiative effort to ask voters to enact ward-only Council elections in Tucson has been rejected by the City Clerk’s Office, after too many petition sheets were found to be improperly filled out.

The last couple of years I've been approached by people with right wing petitions who obviously didn't know what they were about, didn't care, and were misleading or lying about them. Obviously getting paid by the signature.
Gotta be careful what you sign up for.
