Arizona claimed qualified immunity as a child sex abuse victim argued for partial summary judgment in a negligence suit against the state over its placement of foster children in the care of former civilian army leader David Frodsham and leaving him there despite numerous complaints.

@TucsonSentinel Immunity should only extend to the reasonable execution of duties, not to ignoring complaints of abuse.

The state of Arizona is in the wrong here. Do not demand immunity. Admit that the Arizona Department of Child Services screwed up and ask yourself how you couldn’t see the sexual abuse happening in spite of 20(!) misconduct complaints. Ask what you can do, so that this never happens again. And then settle with the victims, with a binding consent decree to make those changes.

Do better.
