@TucsonSentinel It's tricky making rules for rivers since the ability to divert, block or pollute a river "on one's own property" means that person owns the entire river downstream as well.
Clearly we need a line of communication and collaboration between environmental protection agencies and those looking to utilize water (or build around it) in good faith.
