A report published by the National Threat Assessment Center found the people closest to individuals who carried out mass murders often sense something is wrong and said "the value of bystander reporting cannot be overstated” when preventing such tragedies.

The problem is that if you report a minority....there are nonzero odds the police kill them during the simple 'check it out' interaction

That ppl felt someone who mass murdered 'seemed odd' is a significant confirmation bias problem.
