Federal officials filed a lawsuit a Wednesday against Gov. Doug Ducey and other state officials, asking a federal judge to rule that the installation of cargo containers along two sections of the Arizona-Mexico border is an "unlawful trespasses," block the state from continuing to install the containers, and award damages to cover the costs of removing the 8,000-pound steel boxes.
