As states have seen traffic fatalities and pedestrian deaths climb in recent years, many jurisdictions are reconsidering right turns on red, and safety advocates transportation planners to reconsider a custom so ingrained that few drivers remember a time when it wasn't allowed.

@TucsonSentinel It was one of the first real driving challenges I had to learn when I retired to Spain. Of course you don't have many red lights. Most of Europe is covered in very sensible roundabouts instead of 4-way intersections but in the rare instances where they exist you cannot turn right on a red light.
